The Australian skipper has taken 309 Test scalps in 71 five-day games with an average of 22.10.
Australia's chair of selectors Bailey has confirmed that pace spearhead Cummins will play a "major part" in the forthcoming Ashes series.
Rumors had circulated that Cummins might miss the series due to a persistent back stress problem that remained unresolved.
Initial reports from team management suggested no definitive call had been made regarding whether he would play, with the extended contest scheduled to begin on 21 November in Western Australia.
He revealed that Cummins is "building up" and remained hopeful about the prospects of taking part.
"We're aware that the clock is ticking and there are permutations involved, not just his injury, but additional elements," Bailey remarked.
"We're encouraged. [We are] really confident that he will feature a key capacity. With luck from the opening match. If not, we'll adjust."
Past Concerns
The captain missed the white-ball matches against New Zealand and India in the previous weeks after scans revealed a lower back issue.
Previous incidents include of recurring issues, with recurrences in 2012-13, 2013-14 and 2015-16 causing him to miss multiple domestic campaigns in four years.
The bowler mentioned he would be ""aggressive" and "take risks" in his comeback strategy to make the squad for the series.
He mentioned that there was no confirmation if the captain had resumed bowling as part of his comeback but acknowledged it was "getting tight" for him to be fit for the opener.
Contingency Plans
If he's unavailable, veteran batsman Smith will lead the side.
Versatile player Green was withdrawn recently from the national team for their one-day international series against the subcontinent side as a safety move because of soreness in his side.
The selector characterized it as a "small issue and confirmed that he's scheduled to appear in the domestic first-class competition, so will be "in a good place to resume bowling."
"Extensive planning has gone into creating the schedule for him to be available for the initial game as an dual-role player," the selector detailed.
"He was only going to play the first two ODIs regardless. How he handles the willow in shorter formats, should it hinder progress for a short period, the choice was made to adopt a safer strategy."
