Nineteen of the Russian's twenty-one titles have been earned on hard surfaces
A resurgent Daniil Medvedev secured his first title for 882 days with a win over Frenchman Moutet in the competition final.
Medvedev, a ex- world number one, has had a challenging season, managing just one match at the big events and suffering a meltdown at the American major.
His varied form on the professional circuit - and difficulties with his serve in particular - resulted in him exiting of the world's top 10 and eventually separating with long-time mentor Cervara.
Now working with his coach and Goetzke, the tennis star has steadily progressed in the past month - climaxing in a hard-fought 7-5 4-6 6-3 triumph over challenger Moutet.
It is the player's maiden title since the Italian tournament and first on a hard court since spring of that year.
The win also means Medvedev has achieved 21 victories at twenty-one distinct tournaments.
"This marks the first occasion I'm at a tournament with my children simultaneously, so to win a championship is really nice," stated tennis professional Daniil Medvedev.
"This victory is in tribute of my second daughter my daughter, because the initial championship I got when my older daughter my daughter was born was for her."
The tennis star, the 2021 US Open champion, had lost his past six championship matches, featuring in the German tournament earlier this year.
His retrieving approach and regular emotional displays on court had prompted observers to doubt if his capacity to compete at the highest level was finished.
However the 29-year-old has made changes in recent weeks, attempting to advance forward and perform positively, supported by an better service.
Medvedev fought back from a deficit in the first set against the difficult Moutet, taking 4 of the concluding five games to gain the advantage.
The pair traded breaks in the second set before the challenger, bidding for his first tour championship, seized the initiative to force a final set.
Moutet defended 4 early opportunities in a close deciding set before the champion won the break to fifteen to close out the victory.
Suitably, he clinched victory with a shot at the net area, with Moutet failing to handle a volley after two hours and 38 minutes.
