An Caution to Keir Starmer from His Personal History: Without Boldness regarding Britain's EU Exit and Europe, His Party Challengers Will Be.

Back in 2018, it took just a short phrase to energize a Labour conference demonstrating Labour was becoming disillusioned with Jeremy Corbyn. Although not precisely soaring oratory, the words were greeted with rapturous applause as delegates rose in spontaneous acclamation.

As the commotion died down, the then-Brexit spokesman, remained at the lectern, blinking in surprise. He wasn't really accustomed to his speeches having such an effect. His statement was simply: "We are not excluding staying in the EU". But context is everything.

During that darkly divisive time in 2018, straying from his agreed text like this was always going to be seen as issuing a challenge to the party leader, who sought to prioritize Brexit voters in working-class seats above the Europhile sentiments within Labour. In just one speech, this grey-suited opposition Brexit spokesman was transformed – albeit temporarily – into a political gambler who championed the party's base against a leader he would later replace.

The Shift of Stance & Closed Issues

In the years since, much has happened, especially for Starmer himself. An early move after taking over in 2020 was to declare the EU question had been settled by the 2019 general election. During the most recent campaign, he repeatedly emphasised unbreakable pledge promises that ruled out rejoining the European Union or its core structures.

Similar to Corbyn, the PM's approach has been to pursue pro-Leave voters in target constituencies, even if polling evidence indicates many of them have passed away or shifted opinion.

Pressure Building on the EU

Yet, it’s now the prime minister’s turn to face the pressures of being a party leader. While EU relations may not be the boiling pot of British politics, a lid which was tightly sealed since Brexit is starting to loosen again.

Both Starmer and Rachel Reeves have ramped up the rhetoric about the devastation caused by Brexit has inflicted on the UK’s economy. This serves as an effective tool with which to beat the Reform UK leader, who now rarely mentions his flagship policy was his primary goal and remains his sole political accomplishment.

Nevertheless, the scale of the damage, reportedly has resulted in a national economy that is between 6% and 8% smaller than if it were still in the EU, dwarfs the minor adjustments so far offered by ministers. Starmer’s so-called re-set deal negotiated with the EU in 2024 provides gains measured in fractions of a percent.

Internal Pressure and Bolder Ideas

Rachel Reeves is one of those trying to overcome long-standing interior ministry opposition to an expansive version of a growth-enabling youth mobility scheme by which youths can move between the UK and the EU for work or study.

The deputy prime minister has pondered publicly regarding the clear advantages of being in a customs union with the EU, as several Labour backbenchers, such as the head of the powerful finance committee, recently supported a Liberal Democrat motion on joining one.

Although the Europe minister, the minister in charge of UK-EU relations, who is now attending all cabinet sessions, insists the firm boundaries are still in place, there are ways these could be bypassed. A proposal would be to announce the start of negotiations now for a more ambitious agreement, to be featured in the following election platform, to be enacted only after securing a new electoral mandate.

The Prime Minister's Deep-Seated Doubts

Yet, Starmer has lately been pouring cold water on the idea cautioning that rejoining a European customs area would “unravel” the trade pacts with America, which he regards as signature achievements of his premiership.

It is understood that the PM’s scepticism run even deeper, and is rooted in three further factors.

  1. First, he thinks any customs union agreement has been made much harder as ministers are busily de-aligning from European rules across a range of policy areas, like environmental standards.
  2. Second, the exorbitant price set for the UK for entry into a European defense initiative and the subsequent collapse in talks has convinced UK negotiators that former EU partners have little interest in offering favorable terms with Britain than in demonstrating that Brexit does not work.
  3. Lastly, America's latest security doctrine, praised by the Kremlin, is viewed by some influential figures in Number 10 as grounds for Britain to maintain distance from the EU.

An Alarming Strategy and Strategic Considerations

This bizarre and terrifying American strategy paper asserts Europe faces cultural extinction because of Muslim migration. It includes only one reference of the UK, found on a proposal that Donald Trump’s administration may interfere in British politics to foster the rise of “patriotic” parties.

But, far from deciding that this renders the US an undependable ally, the government is worried that deeper EU integration would destabilise geopolitics further by risking precarious American backing for Kyiv, NATO, and other alliances.

Succession Chatter & The Ghost from the Past

This situation brings us back to the conference of 2018. The PM has consistently stated his speech was not a pitch for the leadership but merely an effort to preserve the “option” of remain being on the ballot paper. Indeed, back then, Starmer still favoured a “bespoke customs union deal” similar to the one he now appears to be opposing.

But it’s not been lost on Downing Street note that Wes Streeting, who just about everyone assumes would be a candidate in any leadership election, is part of a clutch of cabinet ministers letting it be known they want to go further regarding the EU.

Aides to the Deputy Prime Minister, another likely contender in a contest for the top job, maintain she won’t discuss her stance regarding a customs pact because it would only “escalate unhelpful speculation”.

The Clear Danger & A Wise Memory

The risk is clear. Should the PM reject more meaningful steps towards EU alignment, he cedes ground to claim the territory where the overwhelming majority of Labour MPs, members and voters are to be found.

It would be wise for Starmer to remember the effect just a few words had for him seven years ago. Potential pathways for a major proposal on Europe that the prime minister ought to consider; he should explore them himself, rather than letting rivals makes them his – or her – own.
